Who is to blame for the automatic budget cuts that are called "sequester"?

Automatic budget cuts went into effect this week, threatening to adversely impact the economy in a number of ways.

The cuts were part of the debt ceiling deal President Obama struck with Republicans in 2011. The cuts were thought to be such bad policy that politicians would eventually come up with something else. They didn't.

The Huffington Post reported that the cuts amount to $1.2 trillion over the next 10 years and $85 billion for the remainder of fiscal year 2013. A dramatic reduction in spending is likely to hinder an economic recovery just taking hold.

"The inopportune moment of sequestration — hitting just as the economy shows bright spots — will create a drag on the economy in a slow-motion manner. First, the furlough notices will go out in March to federal employees, the majority of whom live outside of the Washington metro area. Unemployment checks will drop as early as April for the long-term unemployed who receive the federal benefit checks," according to the National Journal.

We have attached a video on this so-called 'sequester' to this post.

Look at history. The GOP did the same thing when Clinton was president. Reagan and G H W Bush had severely increased the deficit but when a democrat took office the GOP became concerned about debt. They are doing the same with Obama. Do not vote Republican in 2014.

Jerry - Obama has taken the debt to new heights in such a short time, plus do you honestly think the ACA will actually do anything in regards to affordability? Those costs are already projected to be much higher now than when initially pushed through.

You really have your facts wrong. The GOP got a balanced budget and surplus out of Clinton when they shut the government down. It was the GOP that got it done, not the Democrats. This President has taken our debt to a level that becomes beyond comprehension of how we will ever get out of this. He is to blame - plain and simple. And wants to spend more. He wants to be all things to all people and is willing to take this country down in the process. He is the worse President in modern time by benchmark. If you benchmark his integrity and the corruption of this administration it is Nixon. If you benchmark the skill and competency, it is Carter and both of these men were considered the "worse." So we now have an administration that is worse than Nixon and worse than Carter. And we should vote Democrat? And I AM a democrat but I am so saddened by what he has done to this country. And as for the sequester - this was the incompetence I'm talking about. What leader would EVER sign off on this? This President is a joke.

Look at history. A Repblican congress with Bill Clinton passed a balanced budget. Debt is now totally out of control after Democrat control. The senate has not passed a budget in three years. We need intelligent responsible people from both parties to step up and control spending and cut waste.

Look at history. Obama came in the largest debt anyone ever inherited. He also had the two Bush wars going on which he put in the budget (Bush never did). The drunken spending, the irrational tax cuts while fighting two wars and the rampant deregulation that caused the greatest economic disaster since the great depression were all Republican programs. Spending under Obama is at its lowest point in years but we still need job creation and the GOP is not interested in that. Clinton's years were blessed by the Dot Com boom which greatly increased revenues and helped balance the budget. Cutting waist is essential but raising revenues is needed as well. Cutting tax breaks to the wealthy and ending subsidies to oil companies is preferable in my view than cutting pay, jobs and services. Logic would argue to get the economy on solid footing with higher and steady employment before you start killing jobs and spending.

Spending under Obama is at its lowest point in years? You got to be kidding! Debt rose by 6 trillion under Obama in four years (Bush did overspent - but he added four trillion in 8 years as a President).
Numbers don't lie - it is what it is.
I would suggest that you open your eyes and be objective in this matter.
We do have spending problem in this country our taxes are already very high.

The Dot Com certainly did help Clinton, so did the Republican Congress. Now we do need to raise revenue and the rich might have to kick in a little more. So let's start by eliminating the mortgage interest deduction since homeowners are wealthy in a homeless persons eyes. Eliminate the child credits since a single person without a child doesn't get the same treatment. Keep the marriage penalty since same-sex marriages are becoming mainstream. I would agree with you the rich need to pay more.

The Republican Party fails to realize that when Clinton left office, the budget was in a surplus. Perhaps they do remember, benefit of doubt. Then the country went through 12 years of a republican president. We have managed to get into 2 wars and tax codes for the wealthy became greater, while the burden was pushed on the middle class. So, just with these 2 things our economy actually began to suffer then. So everybody wants to point the fingers and talk about the past an does not want to work on the future and I say this to both parties. We are supposed to learn from our past and grow. Apparently we have not done this. Such a shame for such a great country and so little regard for its citizens.

Uh please tell me how the country went 12 years with a republican president when a president is only allowed to serve two four year terms? Is this the same Republican president who proudly served all 57 states in the Union as well? Is this the same Republican president who is responsible for the deficit even though his largest one year deficit during his presidency was $600 billion rather than the 1.2 trillion deficits that the current president consistently spends.

You claim that after Clinton left office we had surplus - only reason that happened - because we had Republican Congress and it would not allow Clinton on spending.
As for tax code you refer to: I think we are taxed more than enough in this country and even if you taxed everyone at 60% our politicians will spend it all.
As for unemployment I will take Bushes numbers over present.

He needed ime to get his big deal ,we found out he can cut back to 2007 spending even though wars were in those numbers , Savings ??? Obama is the President han he has control look at Arizona that cut 30% of thier real spending budget. No more funny budgets and get real cuts, 25 % GDP spending going to 30% gets us so close to Greece, your stealing from our Children and Grandchildren , our College graduates can get good jobs, and older worker are retiring way too early.

If your idea of leading is to giver Boehner and McConnel everything they want than you are not looking at both sides rationally. On Friday it was revealed that the compromise the President and Boehner had come to in 2012 was revoked by Paul Ryan and Eric Cantor and Boehner had to tell the President the deal was off because he could not control the Tea Party. Obama has not taken responsibility for anything he has ever done, including the recent Obamagedon scare tactics he used in an effort to convince the public America would collapse if a very mild cut in the proposed increases to a non-existent budget were to take place. And now he is standing up there on the world stage, denying that he ever used scare tactics!

Total failure to lead by the one person that should be able to get both sides to come together, the President. Remember all the speeches, he told us that he should be elected because he was the best person to bring both sides together.

I agree that congress is probably at it's low point for both Republicans and Democrats, however, our president got elected touting his "Hope and Change" vision. That he would bring the country together,,, well he hasn't done any better than any of previous three presidents, in fact worse.

Again, I agree that the republicans are making it difficult, but the president should have the wisdom and political skills to move the country forward. Clinton was very effective with a very hostile congress and even Bush #2 did better than obama. During W's last term I was ready for change. I bought obama's vision for a political environment that brought both parties together, Hope and Change... And again, I know republicans make it difficult but I can't point to one example when the president put himself in the center of a debate and brought the two sides together. He typically uses the podium to discredit the republicans and demands everything goes in his direction.

Since the election, I notice a trend that more people are starting to take exception with our president's performance.

History will not be kind to this congress or especially this president...

The Presidents popularity is at an all time high so not sure about your last statement. Remember, he incorporated standard republican plans in his health care bill and his economic plans. Republicans who has supported such ideas in the past did an about face and voted against them. Why? Because their stated mission at the beginning of 2009 was to stop Obama from succeeding at anything. That is not how this country will recover. The GOP is nothing more than an obstructionist minority and that needs to change.

Gallup and Fox show him currently at 46/47 while Bloomberg and NBC show him at 55 and 50. Averaging with all other polls they came up with 50.4.

Jerry... Your statement was... "the presidents popularity is at an all time high".

The trending from most polls are consistent, conservative rank lower than liberal but they all move in the same direction both up and down. Obama had an approval rating of 68% in 2009 and has trended down since then. For the past two years he has been consistently between 45% and 55%. Typically he gets a bounce after a speech.

This trending doesn't indicate he is doing anything to bring the country together. And again... Republicans are a big problem but he is the president.

The problem is the American voters who are not listening to those we elected or rather those who we elected are not listening to us. The recession of 2007 was brought about by too much debt for many and now the federal government is doing the same. The solution is for our elected officials must rise above their own selves and put themselves and their families into the same state we are in and give up the private special healthcare they have and be part of the Affordable Act and then to drop their own private retirement and join us. They are not elite they are citizens. When they do they will then learn to balance and pass the federal budget and begin to live within their means. What about term limits for congress just like the President. Jim King

President Obama got his taxes upfront with a promise to reduce spending. It doesn't take a democrat or republican to see what he is up to! Take politics aside and which fence you are on! I believe in truth in action. Everyone essentially received a two percent tax hike in December. Now it is time for government to reduce spending at least by two percent. What is fair for us all to do they also need to be accountable also.

The Republican Party is definitely the blame, three solid reasons. 1-History tells us their economic plan doesn’t work, they had eight years under the Bush administration, ran up the largest debt in the history of the US and put us in the largest recession. 2-The Republican Party drastically shrank the lower middle to upper middle class, which does 80% of our gross product spending, this is our economic sweet spot. Demand creates the need for jobs and supply fills those demand, so demand creates jobs not the wealthy but they benefit from it. For every person in the US, there is around 10 to 20 companies trying to get their business, so when the demand shrinks so does the jobs. President Obama is trying to build up our economic sweet spot but the Republican Party isn’t cooperating, which leads to number three. 3-Every Republican candidate signs a pledge agreement which states they will not raise taxes which handcuffs the Republican Party. When we need to grow our economy but the Republican Party has to stick to this agreement, which only helps the top 2% get richer. This 2% formed Citizen Untied which came up with this pledge. Who is the Republican Party working for the people or Citizen United? They get paid by the people but their interest’s lies with Citizen United. This is like getting hired by a Company but your efforts are limited by signing agreement from a third party, you would get fired in a heartbeat, I wish we can do the same with this Republican Party.

I have watched and waited for the 'Hope and Change' that I did not vote for. What I have seen is more divide between the sides and, sadly, propagated by Obama that promised a NEW Washington that would work together to solve problems. Calling folks names and framing false scenarios blamed on one group does not bring the sides together. It creates the morass we see growing everyday among our elected leaders.

But I saw one post here that I applaud for narrowing the blame –it’s us. We want a life that we want someone else to pay for. We all truthfully know that Social Security was established when life expectancy was far less yet we still want to retire on someone else’s dime. One of the earliest Social Security recipients put in $23 before retiring and took our thousands. We have been playing catch-up ever since. Our children are not responsible for our futures. We are responsible for theirs. It’s time to start ‘looking in the mirror.’

You want change. Vote every incumbent out of office. And continue to do so every two terms. Our politicians won’t give us term limits. Let’s force it on them.

It's not the President's job to make congress cooperate and pass laws that he can either sign or reject. Congress must pass the law first. Having said that, it seems that the Repubican strategy is simply to try to slow down or stop governing, and then try to blame everything on the Dems and the Pres. After a few more months of this the people will figure it out and vote Democratic, but by then the economy will be nearly dead again. It's not the deficit. It's the economy (jobs and infrastructure) stupids.

"it seems that the Repubican strategy is simply to try to slow down or stop governing, and then try to blame everything on the Dems and the Pres."

That has been and is the GOP strategy. The Republicans have absolutely no interest in helping middle and lower income families. When Mitch McConnell told us that the GOP number 1 priority was to make President Obama a one term President during the worst financial crisis in 80 years, we should have listened. McConnell told us they have no interest in working with the President or helping the American people.
BTW, the GOP spent almost all of the Clinton years talking about a stain on a blue dress and working to impeach Clinton. Then we all had the opportunity to see how the GOP governs with an unfunded tax cut and two unfunded wars. Cheney told us that Reagan proved that deficits do not matter. (We only need a balanced budget when there is a Democrat in the White House)
The Republican congress should always have a 1% rating; because, that is who they represent.

What about Reid and his inability to pass any kind of budget - even when the democrats controlled everything. Before you go blaming republicans, they had enough to cram through the ACA, so they could have passed a budget if they wanted. Your partisan foolishness is showing.

The problem is, the Republicans cannot compete with the Democrat's "Santa Claus" party - unfortunately, those credit card bills are coming due.

Both political parties viewed the across-the-board sequester discretionary cuts of 85.4 billion in 2013 (or 2.5 cents on every dollar) as abhorrent and hurtful to the American people.

Republican cried fowl because the sequester goal post had been moved. Hadn't Democrats already realized a $600 billion tax increase in January! Also, the sequester deal, signed by President Obama in 2011, was initially dreamed up by Jacob Lew of the White House.

Although Republicans offered Obama authority to decide how the $85 billion in spending cuts could be done in a different way to lessen their negative impact upon the American people, Obama instead went on the road to warn the American people how the sequester would result in fewer traffic controllers, police and firefighters, and meat inspectors, etc. Shouldn't it be a no-brainer for agencies to save billions by cutting waste where it actually exists.

An even greater financial crisis will befall this nation of March 27 -- the date current government funding expire -- when Congress must pass another continuing resolution (CR) to keep the government operating.,

Given the rancor expressed over the $85.4 billion of sequester cuts which are mere sliver of our nation's 2013 budget of $3.8 trillion what hope is there that a compromise can be reached by March 27 to curtail the size, scope and cost of government to prevent a government shutdown?

Government in general has a habit of slashing back at the taxpayer when their budgets are cut. Congress does it, Springfield does it, Sacramento did it to California residents after prop 13 rolled back and capped property taxes.

Until the citizens fight back against these politicians, the abuse will continue. To say that it's congresses fault, but I'm still going to re-elect my scumbag will perpetuate the problem. They all need to go. NOW!

It's very simple... EVERYONE!!!
Every person that says "who's to blame" is a part of the problem. Republicans, Democrats, Legislators, President, Media, everyone is to blame for this because it's easier to blame the other guy instead of stepping up and finding a solution. Obama can't be a leader and gather both sides to work on a deal. Republicans are stubborn and won't take a deal unless it's exactly what they want. Compromise is a foreign term in Washington. Something that should be very easy to do is drowning in a lack of bipartisanship. Unless something is done to fix Washington, I fear that this could be the beginning of the downfall of our country.

Brian - The republicans ALREADY compromised with tax increases in JANUARY. They did this on the PROMISE of the Democrats to cut spending - guess what.. the Democrats LIED AGAIN. It is common practice for them - the are now talking about a "balanced" approach which to them just means more tax increases, IGNORING the tax increases from January.

Republicans are taking revenge on the citizens of USA for voting Obama to presidency for 4 more years. If Romney was the president, he would have offered the same formula that Obama gave and the repubs would have voted for the financial plan like obedient puppy dogs.
Republicans are to blame.

As far as the tax cuts Obama got this year that is basically not 100% accurate. What actually happened was that the Bush Tax Cuts that should have expired in 2010 were finally allowed to expire for the top 2 percent. Obama fought to keep the tax breaks for the middle class. Republicans are now using this expiration as a talking point that "They gave the President the tax increases he wanted." Even in this he compromised by raising his desire to allow them to expire for those making more than 250K. The GOP economic policies do not work. If they did, after ten years, they should have trickled down to the middle class and the poor. Unemployment should be minimal and a majority of Americans should be prospering, not just the 2%.

Actions simply speak louder than words. The sequester was approved in 2011 by the President and the Democrats. The Republicans went more than out of their way by allowing a huge tax increase. Now it is time for Obama and the Democrats not to create fear but to do their part and not simply ask for more taxes (be they in the form of taxes or in the shape of fees to the private industry which are passed through to the consumer)

Our president is supposed to be a leader and congress is supposed to make decisions for the best health of the country & they are completely unable to negotiate. I'm done following this debate. This reflects the problem occurring in Washington. We are more interested in placing blame than solving problems. 'It's his fault' might get you out of being grounded but is NOT how adults solve problems.

Whatever side you are in, this Country has a spending problem and that spending problem is leading to a lack of revenues. You need to address the problem (Spending) first. Then you can come back and add extra resources (Revenues) to combat the deficit.

Let's stop blaming others and find a way to fix this issue. My goodness, We talked about the low ratings for Obama, Congress, and the Senate. They are only reflecting us and the bickering that occurs between us. Go back and read all these comments. We should be embarrassed to complain about Washington when we do the same thing.

The budget without the cuts $3.803 trillion, with a $901 billion deficit.
The budget with the cuts $3.718 trillion, with a $816 billion deficit.

Interest paid in 2012 on the federal debt $360 billion.
Size of proposed budget cuts $85 billion.

If we keep spending, our loan rating will drop, and we will be forced to pay higher interest rates to our lenders. If this coincides with higher inflation, an inevitable result of a continued increase in the monetary supply with no corresponding increase in production, then the long term price of that additional $816 billion in debt will end up costing us way more than the $85 billion "cut".

These cuts are nothing. This is all scare mongering.

I think many people are forgetting that this President has never managed anything in his life. He is a Chicago creation. All one needs to do is look at where he comes from. He is a community organizer who is used to pitting one side against another using political pressure to get his way. That doesn't work outside of a community. He is not going to change. The Politically Inconvenient Truth:

President Obama created in 2010 the National Commission on Fiscal Responsibility and Reform, including a wide array of experts, from all partisan sectors, which produced the Bowles-Simpson Plan. Unfortunately President Obama, and some other politicians in Washington, have preferred to totally disregard the Plan, and what experts recommended, mainly for pure political reasons. But at some point in time we will need to recognize that our Fiscal path is Unsustainable, and maybe then it will be Too Late.

Dems would rather tax and spend then face the tough task of cutting our bloated size of government. But it's never their fault even though they have held the majority in the Senete for the passed 6 years and the majority in Congress for 4 out of the past 6 years. Somehow it's the other guy's fault. Typical liberal resonse. An ignorant response. Under the leadership of this president Washington is as dysfunctional as Illinois (Dems and Madigan).

To answer the question, both parties are to blame but I place the majority on our questionable leader in the White House running on hope and change. Yea right.

Bernanke is pushing on a string. The whole effect has been to rescue the Banks and try to have them increase loan demand. Financial institutions love getting positive arbitrage on their money, by placing it back as surpluses at their accounts at the Fed and earning a higher rate of interest than they paid for it.

What has happened is that the Household sector individual balance sheets have had negative equity since the housing crash. The house mortgage is greater than the market value of the property. High Credit card debt needs to be paid down. Demand will be limited to essentials until until that reverses. Foreclosures eliminate both the asset and the liability. Negative equity remains. In addition unemployment increases have taken hit two earner families, which provided the basis for rising home prices. More and more people rely on Entitlements.

The only way out is a wholesale restructuring of mortgage debt. If any are interested I will tell you how this can be done.

Everyone is getting bent out of shape about the same amount of money, in spending cuts, for an entire year....but nobody is talking about this sham that the Fed chief is pulling. Who benefits from this? Goldman Sachs and the big banks.

You would think THAT would be enough to get the media in a tizzy, but they look the other way because Obama supports it. (and these companies pay Obama back.)

So maybe they all have to go and new people who will remember what it is like on our side of the fence take their places. Cut out special interest spending on stupid things that only benefit a few; police the cheating and handouts such as welfare payments to those who really don't qualify but cheat and lie to receive benefits along with social security cheating, etc. Stop giving money, weapons and war planes to countries such a Saudi Arabia; do they really need us to fund them with all the oil money they have there? I find it fascinating, Bush proposes massive tax cuts, and a republican congress passes them. Then we get into two wars, all on the credit card. More than $2T of spending without any revenue to pay. No war tax, nothing. And now the republicans clamor there is a spending problem. They refuse to cut any tax loopholes for big corporations and only want to cut "entitlement programs". So ultimately the wars get paid for by cuts to social security and medicare and taxes stay low.

If the congress would cut their entitlements of health care and lavish pensions I might be inclined to support their "cut only" position.

And I agree with the poster who said people receive too much money from Social Security. If you put in $1000 over your career, that's how much you should get out (plus any interest - ha!). There should be no adjustments for time, etc. SS is a security blanket only, not your retirement funds.

Congress should have no special benefits from their service. They should absolutely have to use SS for retirement - no pension through government. And no special healthcare for members. They should have the same access as the rest of the country.

The Republican leadership stated at the beginning of President Obama's term, that they would do whatever it takes to make him fail. They are doing a good job.

Both Republicans and Democrats -- House more than Senate. Everyone is looking short term -- what to do right now. But we have a long term problem. And refusing to talk about one issue (increased revenue) or another (entitlements) is not going to solve the long term problem.
No one, save Obama, is talking about investing in the future. No one, save Obama, is talking about a balanced approach. Investment will provide growth in job opportunities and will put the nation on a sustainable path moving forward. It may cost more now, but that is the nature of investment. A balanced approach is needed to make this happen to ensure a future for our children and grandchildren.

Representatives: Stop campaigning for the next election and the special interest groups and start acting on behalf of the people of your nation.

"House more than Senate".

Well, if Harry Reid wasn't so worried about the political ramifications of passing a budget, we wouldn't be in this situation. It's been 4 years since they passed a budget.. This USED TO BE a formality of Congress. Now, the budget is the exception. How is that working out for us?

Investment means more spending Einstein, and Obama will have almost doubled our national debt by the end of his term. A balanced approach would be him stepping down due to incompetence.

The question is largely pointless: both sides wanted the sequester to begin because they would not accept the alternative the other side required. Pres. Obama would not accept the Republicans' version of cuts--now he will not accept the "flexibility" they would give him. The Republicans would not agree to "tax reform" or infrastructure investments that were Obama's conditions for a compromise.

What will happen is that the amount of cuts required by the sequester will continue; the composition of the agencies and areas required to cut will be gradually modified. It's hardly a tragedy; if the economy goes back into recession all will be blamed, but this won't really be the cause.

Jim - Republicans DID compromise - they even agreed to let the TAX part of the compromise start in January. The sequester was put in place because the Republicans did not trust the Democrats not to lie again and "forget" about the necessary spending cuts. The Democrats received their new taxes ALREADY - it is time for some MEANINGFUL cuts.

Also, to those who don't know, this sequester cuts are just a lessening of the automatic increase in spending, not actual cuts. The departments are spending more this year than last, just not as much more as they would have liked. Maybe the administration should try a pay freeze and canceling boondoggle conferences first instead of choosing instead to harm the taxpayer.

@Rational... right? these are all 'baseline' cuts, which are cuts against future automatic increases in spending, not actual cuts against last year's spending.

What a crock. I'll say it again, the biggest problem with politicians managing our tax contributions is that none of them actually have to write a check against what's in the bank the way we do. It's easy spending and spending when you are playing with Monopoly (Ben Bernanke) money.

It really doesn't matter who is to blame. It is criminal to scare the public into thinking the sky will fall if the cuts go through, but I have stopped trying to understand why the American people would put Obama in office again. It is clear that he wants to raise taxes on everyone and create a socialist welfare state. People get stuff for free what is to stop them from wanting that. Common sense for all of us means that when you don't have enough money to pay your bills you stop spending. We do it every day in our own lives and businesses. And don't get me started on the fraud and waste in government...

Well Jeanne, this is maybe the third or fourth time we've seen Obama use fear mongering as an alternative to actual governing.

He is excellent at bringing out kids and doctors and firemen out on a stage as props and tell us that unless we do it his way, the world will be ending soon.

This is an Alinsky tactic. It's taught by liberal activists and Obama (and his administration, including Gibbs, Axelrod & Jarrett) have used it extensively in the last 4 years....the compliant media knows the game and have helped him win the message war. It's only recently, with this sequestration deal that some of the leftwing media have been saying "really"? as a reaction to the fear mongering.. not enough of them, though.

There's just too much partisan politics going on. Reps say it is all Obama and the Dems who are to blame. Dems say it's the Reps in Congress that are to blame. Believe me, there is plenty of blame to go around. In the meantime, ALL Americans are suffering from the inaction.

Time to lock Obama, Senators, and Representatives in one room and not let them out until a realistic plan is reached. No food, no bathroom breaks, but plenty of water.

A Texas rep introduced an amendment to the Continuing Resolution that our government will not provide the president with any taxpayer funds to pay for his transportation to and from golf outings until White House tours are restored. They should also de-fund all future vacations for Michelle.

Blame? What blame? It is great. Ten sequesters would be better. The spenders are going to bleed the nation dry if allowed to do so. So then EVERYONE will be poor. Great. Who can I resent and be jealous of then?

Blame? By even asking the question in those terms, you assume and proclaim that it is a bad thing. Whomever thought it up is brilliant and should be commended.
